In August 2023, Randolph Public School District onboarded a new Director of Finance, who was a seasoned professional with decades of experience in school districts. This individual did not come from a traditional accounting or finance background. Instead, deep operational knowledge and firsthand experience in school administration positioned them uniquely for this role. Their responsibilities included overseeing payroll, accounts payable, annual budgets, Transportation, and food services district wide.. They reported to the School Committee and superintendent, in addition to liaising with the town of Randolph, and the school district's HR department.

As the Director of Finance took on the role of managing the district’s complex budgeting process, it became clear that a more structured and collaborative approach was essential to streamline operations, improve financial transparency, and support data-driven decision-making.

The Challenge

For the annual school committee budget meeting, the Director of Finance needed to collect and present comprehensive budget information across multiple schools and departments, which required a well-organized and efficient approach. However, the school district's financial software and general ledger were limited, making it difficult to collate data efficiently. Instead, most of the budgeting processes relied heavily on Google Workspace.

The process was significantly complex - 18 different budgets needed to be managed and reported on. 12 of which directly impacted student services, as they were school based budgets including athletics, special education, technology and extracurricular programs. Building these budgets required collaboration with principals, and department directors while also ensuring that over 75% of the total budget, allocated to salaries and personnel costs, aligned with both teacher and non-teacher union agreements. The challenge was not just about compiling numbers but also about operationalizing the budgeting process in a way that ensured accuracy, compliance, and efficiency throughout the year - not just during the approval cycle.

Recognizing these challenges, Cultivated Accounting stepped in to provide strategic financial organization and process improvements. By implementing a structured and collaborative approach, we transformed the way budget information was gathered, managed, and analyzed:

• Centralized Collaboration: A shared Google Drive was created, enabling asynchronous collaboration among key stakeholders. This significantly reduced the risk of losing critical budget data through scattered email chains and file exchanges while also ensuring that sensitive financial information remained secure.

• Streamlined Budget Collection: A customized budget template was designed to standardize and simplify the process of gathering budget data across departments, making it easier to work with school principals, department heads and other key stakeholders.

• Strategic Budget Enhancements: We advised on presenting the budget in a more insightful way by integrating additional data points, such as student enrollment figures and full-time equivalent (FTE) staffing data, which ensured a more holistic financial picture.

• Payroll Tracking & Compliance: Given that a high proportion of the budget was dedicated to personnel costs, a payroll agenda was introduced to document exceptions and changes systematically. This not only streamlined payroll tracking but also ensured that adjustments could be easily referenced during audits

• Guidance on Budget Timeline & Review Process: Provided coaching on optimizing the budget timeline, improving collaboration within the finance team, and maintaining ongoing budget oversight beyond the annual approval process.

The Outcome

With Cultivated Accounting’s support, the Randolph Public School District’s finance team saw significant improvements in their budgeting workflow. A consolidated budget structure made financial reporting more organized, while the new budget template established a replicable framework for future years.
